Graduated from the Department of Journalism at Shue Yan University (formerly Shue Yan College) in 1993, Mr. Leung joined the newly launched Cable TV News Department as a local news reporter, frequently traveling to Mainland China to cover major breaking news. In 1996, he joined the Television Broadcasts Limited (TVB) News Department as a Public Affairs Producer, where he covered the historic Hong Kong Handover. The following year, he produced the half-hour special program "Tung Chee-hwa," which earned a Bronze Award at the New York Festivals TV & Film Awards. 
 
Driven to expand his global perspective, he pursued further studies and obtained his Master of Arts in Mass Communications from the University of Leicester in 1998.
 
In 2001, he joined the production house "New Page Communications" as an Executive Producer. During this period, he successfully spearheaded multiple series for the RTHK TV Programme Commissioning Scheme, including "大地的神采," "人權無國界," and "海底漫遊," which clinched the RTHK Top Ten Television Programmes Awards.
 
As an international producer, his filming footprint spans five continents. He has led productions in some of the world's most remote and diverse locations, including Kenya, Siberia, Mongolia, Vanuatu, and Timor-Leste.
 
He returned to the TVB News and Information division in 2023 to produce several high-profile documentary series. His recent portfolio includes "An Inseparable Bond, Our Blessed Origin 尋源之路" (commemorating the 50th anniversary of the Dongjiang water supply), "Connect the World, Thrive in the Bay 港繫全球 商聚灣區" (highlighting Greater Bay Area development), and "GX Journey of Sharing I & II" (showcasing the humanitarian work of the GX Foundation). In 2024, he co-produced "Transcend 50 Years 飛越五十載," a special documentary feature commemorating the 50th anniversary of the Special Duties Unit (SDU), which was honored as a Hero Documentary Finalist at the 2025 New York Festivals TV & Film Awards.
